PSR³ was developed by Valentin Nemeth — transformation strategist, OpenEXO partner, and faculty member teaching transformation governance at Széchenyi University. The framework draws on the Exponential Organization (ExO) methodology and three decades of large-scale institutional change across European energy, DACH, CEE, and GCC advisory engagements.

The framework is maintained as open methodology. It is delivered through an international consortium of 110+ specialists across 8 countries, coordinated by two brands: goexo.eu for strategic consulting and methodology licensing, and agentize.eu for AI multi-agent orchestration technology.

The methodology is also available through a structured certification programme — Associate, Practitioner, and Master — designed to build internal resilience expertise within sovereign and enterprise operators, rather than permanent consulting dependency.
